(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展：本项目是专门面向中小企业采购，评审时，中小企业产品均不执行价格折扣优惠。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18 号和财政部财库〔2019〕19 号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。(4）购买国货政策：本项目不接受进口产品。

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve quotas and increase the share of small and medium-sized enterprises (SMEs) in government procurement to support the development of SMEs: This project is specifically targeted at procurement from SMEs, and during evaluation, products from SMEs are not subject to price discount preferences. (2) Support prison enterprises and welfare units for the disabled, treating them as equivalent to micro and small enterprises; (3) Priority procurement policy for energy-saving and environmentally friendly products: Under equal conditions for technical and service indicators, priority procurement is given to products listed in the catalog of energy-saving and environmentally friendly products announced in Ministry of Finance Treasury Documents [2019] No. 18 and [2019] No. 19; for products in the energy-saving product catalog marked with a "★", mandatory procurement is implemented. Suppliers must provide valid certificates issued by nationally recognized certification

(c)本项目的特定资格要求：（1）资质要求：第一条：中华人民共和国住房和城乡建设部施工总承包公路工程三级及其以上资质；第二条：中华人民共和国交通运输部公路养护作业单位资质路基路面养护乙级；
（2）项目负责人要求：项目负责人必为投标人本单位的工作人员，持有中华人民共和国住房和城乡建设部颁发的中华人民共和国二级及以上建造师执业资格证书，注册专业须为公路工程；
（3）未被“信用中国”（www.****.gov.cn 点击查看）、中国政***网（www.****.gov.cn 点击查看）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；
（4）本项目不接受联合体。

(c)Specific qualification requirements for this program: (1) Qualification Requirements: Article 1: General contractor qualification for highway engineering at Level 3 or above issued by the Ministry of Housing and Urban-Rural Development of the People's Republic of China; Article 2: Highway maintenance operation unit qualification for subgrade and pavement maintenance at Level B issued by the Ministry of Transport of the People's Republic of China; (2) Project Leader Requirements: The project leader must be an employee of the bidding unit and hold a Level 2 or above construction engineer qualification certificate issued by the Ministry of Housing and Urban-Rural Development of the People's Republic of China, with the registered specialty in highway engineering;

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";
