(b)落实政府采购政策需满足的资格要求：本次采购执行政府强制或优先采购节能环保产品、支持中小微企业、促进残疾人就业、支持监狱和戒毒企业、扶持不发达地区和少数民族地区以及限制采购进口产品等相关政策。如报价产品的服务提供商为中小微企业，则须在响应文件中提供符合财库﹝2020﹞46 号文格式要求的中小企业声明函；如报价人为残疾人福利性单位，则须在响应文件中提供符合财库〔2017〕141号文格式要求的残疾人福利性单位声明函，一旦成交将在成交公告中公告其声明函，接受社会监督；若提供声明函与事实不符的，将依照《中华人民共和国政府采购法》第七十七条第一款的规定追究法律责任。

(b)Qualification requirements to be met to implement government procurement policies: This procurement implements relevant policies including mandatory or preferential government procurement of energy‑saving and environmentally‑friendly products, support for micro, small and medium‑sized enterprises (MSMEs), promotion of employment for persons with disabilities, support for prison‑run and drug‑rehabilitation enterprises, support for under‑developed regions and ethnic minority areas, and restrictions on the procurement of imported products. Where the service provider of the quoted products is an MSME, it shall submit in its response document a Small‑and‑Medium‑Sized Enterprise Statement Letter in compliance with the format requirements of Cai Ku〔2020〕No. 46. Where the bidder is a welfare‑oriented unit for persons with disabilities, it shall submit in its response document a Statement Letter for Welfare‑Oriented Units for Persons with Disabilities complying with the format requirements of Cai Ku〔2017〕No. 141. (c)本项目的特定资格要求：1）有年检合格的工商行政管理部门核发的《企业法人营业执照》，****城市园林绿化项目的施工企业，应持有效的营业执照；2)施工现场管理机构人员要求：■小型工程：■标段最高投标限价 400 万元以下（含 400 万）的园林绿化工程项目，根据项目实际情况设置，最低应为 4 人（含）以上，且需包含*项目负责人（园林专业中级职称）、安全员、质量员、 材料员各 1 名。
3）未被列入“信用中国”网站(www.creditchina.gov.cn)失信被执行人名单、重大税收违法案件当事人名单和中国政府采购网(www.ccgp.gov.cn)政府采购严重违法失信行为记录名单的供应商；
4）本项目专门面向中、小、微型企业，事业法人等各类供应商采购。(残疾人福利性单位、监狱企业视同小型、微型企业。)如供应商为中小企业（且控股股东（直接上级单位）属于非大型企业），且满足《政府采购促进中小企业发展管理办法》(财库[2020]46号)规定条件的，必须如实提供《中小企业声明函》。

(c)Specific qualification requirements for this program: 1）Possess a valid Business License for Enterprise Legal Person issued by the administrative department for industry and commerce with passed annual inspection. Construction enterprises engaged in urban landscape‑greening projects shall hold a valid business license.2）Requirements for on‑site project‑management staffing:
■ Small‑scale projects: For landscape‑greening projects with the maximum bid price of the bid section not exceeding RMB 4,000,000 (inclusive), staffing shall be arranged based on actual project conditions. No fewer than 4 staff members (inclusive) shall be assigned, including **one project manager (with intermediate‑level professional title in landscape architecture), one safety officer, one quality officer and one material officer.
