(b)落实政府采购政策需满足的资格要求：本项目为预留份额的采购项目，预留份额措施为整体预留(专门面向中小企业)

(b)Qualification requirements to be met to implement government procurement policies: This project is a procurement project with reserved quotas; the reserved quota measure is a blanket reservation (exclusively for small and medium-sized enterprises).

(c)本项目的特定资格要求：（3）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得再参加该采购项目的其他采购活动。（4）具有通信工程施工总承包三级及其以上资质。
（5）具有安全生产许可证（有效期内）。
（6）拟派项目负责人具有通信与广电工程专业一级注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目负责人（以联合体形式参加采购活动的，项目负责人由牵头单位派员担任）

(c)Specific qualification requirements for this program: (3) Different suppliers that share the same legal representative or have a direct controlling or managerial relationship may not participate in government procurement activities under the same contract; suppliers that provide overall design, specification preparation, project management, supervision, testing, or other similar services for a procurement project may not participate in any other procurement activities related to that project. (4) Possess a Grade 3 or higher General Contracting Qualification for Telecommunications Engineering Construction. (5) Possess a valid Work Safety Permit. (6) The proposed project manager must hold a Grade 1 Registered Constructor qualification in the field of telecommunications and broadcasting engineering, possess a valid work safety assessment certificate, and not currently serve as the project manager for any other ongoing construction projects.

(i)符合《中华人民共和国政府采购法》第二十二条的规定；
