(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展：本项目是专门面向中小企业采购，评审时，中小企业产品均不执行价格折扣优惠。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。(4）购买国货政策：本项目不接受进口产品。

(b)Qualification requirements to be met to implement government procurement policies: 1) This project is specifically aimed at small and medium-sized enterprises, and during the evaluation process, no price discounts will be implemented for products from small and medium-sized enterprises. 2) Support prison enterprises and welfare units for people with disabilities, treating them as small and micro enterprises; 3) Priority procurement of energy-saving and environmental protection products: Under the same conditions of technology, service and other indicators, priority procurement shall be given to the products listed in the energy-saving and environmental protection product item list published by the Ministry of Finance in document Caiku [2019] No. 18 and Caiku [2019] No. 19; Mandatory procurement shall be implemented for products marked with "★" in the list of energy-saving product items. Suppliers must provide a valid certification certificate issued by a nationally recognized certification body in order to enjoy it. 4) This project does not accept imported products.

(c)本项目的特定资格要求：1)具备建设部颁发的建筑工程施工总承包三级及其以上资质；2)具有安全生产许可证（有效期内）；3)拟派项目负责人具有建筑工程专业二级及其以上注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目负责人。

(c)Specific qualification requirements for this program: 1) Having the third level or above qualification for general contracting of construction projects issued by the Ministry of Construction;2) Having a valid safety production license;3) The proposed project leader shall have a registered construction engineer qualification of Level 2 or above in the field of construction engineering, a valid safety production assessment certificate, and shall not serve as the project leader of any other ongoing construction projects.
